I think he has a good point about hiring people who have expertise in specific areas. I think the culture in some departments of moving to a new position every 18 months is incredibly dangerous - by the time people have picked up the basics about a particular area, they move onto a new area they know absolutely nothing about. So public policy is being developed by civil servants who have only a very sketchy understanding of the area they are dealing with.
