Why do so many MENS trousers have that elasticated cuff round the ankle these days?

Looking for some cargo trousers for DH for Christmas and so many are perfect bar the toddler ankle elastic.

Is there a sudden influx of men wearing Wellington boots all of a sudden

My DH thinks it is the Hipster movement that's fucked up all his trouser options. He buys his trousers only from GAP because they're slow to change their style.
