Messaged one of my closest friends yesterday to see if she was around as our county has broken up for half term. She replied that she was working yesterday and all weekend, but that she was free on Monday and Tuesday. I replied that Monday was good for us as we can't do Tuesday.

This morning I sent her a message about something unrelated and when she replied, I followed up with a suggestion for an activity on Monday. Her reply was that she was waiting to hear back from another friend, but yes if that friend was busy.

Cheers for that. Now I'm torn between replying 'er, you said you were free' or not responding at all.

She and I genuinely are very close, and we do have friends within other social circles. But we're sort of the stable figure in each others lives. I'm just a bit put out that she felt it necessary to tell me she was waiting on a better offer. Or am I being sensitive?

Yeah oP I'd probably be a bit annoyed. However if she doesn't normally behave like this I would let it lie on this occasion. Next time a similar situation comes up I'd maybe make more concrete plans or Monday sounds great... Where do you fancy going?

I’d message back with ‘Ok, don’t bother. I’ll make plans with someone else if you’re waiting on a better offer” because I’d be hurt as hell and want to lash out. I think that’s actually really shit of your friend. First she says yes then she’s waiting to see if something better comes along? You’re not a toy to be played with and discarded as it suits her.

That is quite rude. A good genuine friend wouldn't keep you as her back up plan.
