Cat deterrents - any experience?

On the way to nursery, on the same road and completely impossible to avoid walking past. There is a property with 4 of those movement triggered cat deterrents. I can hear a vague whine but my son gets upset or clamps his hands over his ears and is frequently reluctant to walk past.
Has anyone any experience? Should it be that loud? Should I be able to hear it?
Anything I can do to get them to not have them switched on for nursery drop off times? Im reluctant to approach the householder as they have been very vocally complaining about parking, due to the nursery, in the street and I don't want to inflame things.
I don't live on the road so I suspect ive not got a leg to stand on.

Some people, particularly children, hear higher pitched sounds more than others and some pitches can be very painful. Not sure there is anything you can do regarding them though.

Maybe turn it into a game for ds to cover his ears and hurry past.
