Walk in park

Walking through local park with 2 grandchildren and husband. A dog jumped on the back of youngest grandchild (2 years old) and husband had to drag dog off. Grandson terrified and screaming, left with scratches on arm. Owner said dog is a puppy (large ) and just wanted to play. Then said should take the children to one of the other parks that has play equipment! This park has lots of open space and picnic tables. I was so busy calming my grandchild that the owner left before I got to say my piece to him! AIBU in being annoyed(putting it mildly!) with him and his suggestion?

Of course YANBU.

Unless a dog has good recall and doesn't run after and jump up on strangers he has no business being off leash.
