To be stressing about potty training?

DS is due to attend nursery at school the first Monday in October. He is three in the middle of September Nursery states that children need to be toilet trained. DS is nowhere near ready. He will sit on the potty if asked, but he will rarely do anything, and if he does it's after he's been sitting on it for an hour or more (that's after being dry all night).
He won't ask for the potty at all, won't tell us when he needs to go (I'm not even sure he knows when he needs to go yet), and if he hasn't done anything and we put a pull up on him (if we're going out or its bedtime) he will fill it within 5 minutes, seems like he's deliberately holding it in until he has a pull up on.
Mentally he's ready for nursery, his speech, while not as great as DS1s was at that age, is getting there, he loves playing with other kids, can count to 20, can do some of the alphabet and recognises some letters etc. It's just the whole potty thing that's holding him back and we're frustrated by it all.
