AIBU to think other mums should tell their children not to take toys from mine instead of leaving me deal with it?

So we go to playgroups very often and now my little son in 2yr old, he's started to get upset when other children take toys from him, while he's playing. He's not the agressive type so he does not snatch back, but rather bursts into tears and that breaks my heart. If I don't see a parent around I usually try to explain to the child that he's playingwith the toy and to wait until he's done with it/ their turn. But today a few times achild would come to my son, who was building a train track and playing with the trains, and will either grab part of it and start doing their own thing, or completely destroy what my son had built. The mums would only sit aside and watch their children upset mine, without saying a thing. AIBU to think that they should be the ones teaching their children to be kind to others, not me. Not to mention that one of the children was under 1 yr old and I couldn't possibly explain to him whatever, so he just kept on destroying the whole track my sonhad built.

My son is at the stage where he tries or does take toys from other kids - personally I stop him and get him to give the toy back because he needs to learn that he can’t just take stuff from people! Even though he screams bloody murder!

On the one hand, it’s awful that parents aren’t saying anything - my twins are autistic and don’t understand mine / yours : sharing, but I still tell them no and take the toy from them to hand it back.

Having said that, my two are very used to having whatever they’re holding snatched by the others, so it doesn’t phase them too much when others do it to them. I’d still be annoyed though.
