I had some of those as a child, the game is to stack them by putting the pointy hat of one through the hole in another.

I had these. Bought them in Germany. They were called Stapelmanchen. You have a stand at the bottom that the first man stands in and then you have to build it up high by stacking and balancing the other men. We loved this game as kids and now my nephews love it too
