Screaming Neighbours

My neighbours have a little girl about 3 or 4, she's very cute and always sounds so happy, always outside playing in their garden.
My housemate works nights so sleeps in the day, and while the playing in the garden is fine, it's the ear piercing screams every 5-10 minutes when she's playing that are a bit unbearable.
is the really loud long screaming constantly something you'd be deterring your child from doing?
I don't know whether I should tell my neighbours my housemate is trying to sleep in the day and being kept awake by the screaming or if that just seems unreasonable and like I'm some cranky witch. I certainly don't want them to feel uncomfortable about her playing and making general noise, but just going AAAAARRRRRGGGGHHHHHHHHHHHH!!!! at a decibel that must be very unenjoyable for dogs is that is painful.
This is all meant quite lightheartedly, I just feel a bit bad for my housemate!

I detest the screech you’re referring to but I suspect it’s just a phase. In any event, if it bothers your housemate surely he or she should say something to the neighbour?

All children seem to go through that phase and we try and discourage DC if they do it too loud/too much when they get over excited but honestly they're kids and not their fault your housemate sleeps during the day
