Mobility scooters

Anyone else think they are dangerous? Someone I know told me they had a guy run into her legs on one as he couldn't find the brake! Sometimes I see them.on the road and I cringe. There's zero protection if they collide with a vehicle. What's the answer though. If they go on the pavement they can go into someone, pushchairs etc. I'm wondering if they should have to take a test - a mini driving test/ lesson, so at least they are confident and know how to work the brakes! I've just been reading this-
