We own a flat that we rent out. We used to live in it about 5 years ago. The flats are on a street which is predominantly terrace housing and everyone seems to have two cars. Parking has always been a nightmare. It was when we lived there. There is pace for 4 cars off road, for the occupants of the flats. There are 14 flats. It is on a first come first served basis. When we lived there if the spaces were full then we just parked on the street. No one ever blocked us in. The access to these 4 spaces is through a tunnel.
Our tenants have complained a few times about being blocked in. We have spoken to the management company and they have told people to stop doing it. Basically people are parking in the tunnel so no one can get their cars out. To make matters worse, one of tenants is 8 months pregnant and they keep getting blocked in. Tenants are concerned tbT they will get blocked in when she is in labour. I don't really know what to do other than suggest they abandon trying to park off road and just park on the street. The other owners/tenants in the other flats just don't seem to care.
If it is relevant. They are naice flats but the 'penthouse' flats he couldn't sell so they are rented to students/whoever/sometime the council who then house whoever needs it.
