AIBU to not understand how a court order can be broken without consequences?

Can someone explain how a court order can be broken (child not returned) without consequences? Police and social services have said that need to apply for an emergency court review but this is leaving the child at risk.

Any advice greatly appreciated.

Any resident of the UK will know that our laws are soft, and applied with a soft touch, unless it suits the powers that be to want otherwise. So, I am not at all surprised that someone can ignore a court order with impunity.
