To think I should be prescribed something.

So I have an eczema like condition which means I use a lot of steroid cream in a small area. I have been told that I need to moisturise regularly and have in the past been prescribed an ointment.
I have now been told that I have to buy this. It isn’t vastly expensive but as I have a prepayment it is an additional expense which quite frankly we could do without right now. Dh is about to go onto ssp and I am on a low income.
It just seems odd. Other family members with eczema in other areas are prescribed as much as they want of everything.
I also have issues with menopausal dryness. I have had to buy two different treatments before they will even consider a hormonal pessary.
I know I probably am bu but I just feell like the NHS in our area is so restrictive in what they can prescribe.
