AIBU to play police officer?

So recently I was driving along our road which is quite long and makes some people feel the need to speed because they think it's safe to do so as it's not narrow.
I noticed someone behind me getting quite close to the point he was tailgating and trying to overtake me from the left where there were cars parked every couple of yards.
I got annoyed as I'm keen on keeping the area safe as you do when you have young children who you want to grow up in a safe area.
So I stuck to 30 (maybe even 32 when I felt he was getting dangerously close) and when I started slowing down to turn into my drive, he aggressively overtook with what must have been 45. I then honked my horn just to express my anger. WIBU?

I also feel the urge to honk my horn when I see someone on their phone while driving. It gives me the absolute rage as so many people die unnessecarily every year.

You can report dangerous driving to the police online, you’ll need the car ref though. I’m with you, I give people speeding on my road the evils, there is a school at each end and it worries me.

You'll never win with these knobbers. Get a dash cam with rear view and submit a report to your traffic police. Treat them as the hazard they are and give them a wide berth and prefer to be behind them rather than in front.
