To not expect a new pair of boots to leak?

I bought a pair of ankle boots earlier in the week. They looked nice and were reasonable at £20 I now know why.

I wore them out for the school run today in the rain and by the time I got home my socks were soaking. Putting my hand inside the boots I can feel that the inner sole is wet through. It was hardly monsoon type rain and I wasn't jumping in puddles.

AIBU to expect them to keep my feet dry and to take them back as not for for purpose? Or should I just accept that they're just not suitable for the wet British winter?

I wear black flat ankle boots to work. 30 min walk each way.
I rarely get more than about 2 months from each paid, spend about £40 / pair. Soon enough one shoe or the enough starts to leak and it's really miserable having wet feet throughout the work day.
