Car A is swinging face out of a car parking space towards the exit to the car park. Nothing is coming in at this point. Car B comes at speed into the car park entrance. They do not wish to park, they are dropping someone off and block the exit of car A while they get out. Car A almost hits car B because it has come in so quickly but manages to stop in time.

Who would be liable had a crash happened?

Car A is almost at the tip of the arrow when car B enters.

I'd say B is at fault for entering a car park at speed.

Hard to say - probably mutual fault, if both cars were moving, unless B was going so fast as to be negligent.

The car park could be designed better to avoid this tbh!

B sounds like an idiot. I would imagine A would still be at fault if they drove onto B though.

Car b is also on the wrong side of the road of I am reading the diagram properly.

It is a tiny car park at the vets and can't really be laid out any other way. It leads through to another car park for other businesses

You must back car A as you describe car B coming in 'at speed', so it's clear you think they are at fault. It does sound like they entered the car park without losing ahead for hazards. Are there two lanes for exit and entrance or just one, meaning cars have to give way to each other?

I think you are both liable, A=should be continually looking behind for hazards as they are reversing and car B should be looking where they are going and not be on another planet.

Hard to say without knowing how fast each car was going but if car B was driving at excessive speed into a car park where they couldn’t see clearly then B.

From a legal/insurance point of view I don’t think you’d be able to prove fault on either side tbh.

If B is blocking the exit have they moved into a lane against the flow of traffic? If so I’d say B

Car A isn't reversing. They are going out front way. They are almost at the exit to the car park when car B swings in and cuts right across blocking them.

Obviously i am car A. Not trying to be mysterious here!

Your update presents a different scenario. in your OP it sounded to me like you hadn't left the space yet - in which case you would be at fault.

If you had already left the space and B drove in too fast, then it would be their fault. (just in my opinion mind).

If nose of A hit side of B - A’s fault.
If nose of B hit side of A - B’s fault.
If they hit nose to nose - fault of both.

B, because it came in so fast. Car A cannot be at fault, because if it was there'd be no legal way to leave a car park!

If it's a 2-lane road, then B is on the wrong side and so is at fault.

B. They are on the wrong side because they have driven in too fast to take the corner safely

B is wrong - driving too fast and on the wrong side of the road.

I'd say B because they are on the wrong side of the road and driving too fast entering a carpark where people are likely to be made manouvering.

The insurance companies will say you at both at fault unless you had a witness about the speed of car B.
