To report my neighbour for revving engines

My neighbour has taken it upon himself to become a mechanic. He works during the day and fixes cars in the evening. He's revs engines and they rumble for 30 minutes at a time - and then he drives down the road revving the engine
It's now 9pm and he's at it again.

Should I make a noise complaint?

I don't want to ask him to stop since I don't like him or his family - they threaten to call the council when we were having building works done even though I went round there and apologised in advance for the noise. I got an angry phone call from his wife threatening to call the police on me - I wasn't living in the house during the building

Isn't it illegal to run this kind of business from a domestic address anyway?

I had a similar issue. Environmental Health are the right people to contact. Try to film him doing it and record the noise. Hope your council is more effective than mine was.

@makingmammaries I can't record him as it's dark now and you can't see it's him. I wish I'd thought of that in summer

Good luck with that one! We had a neighbour's son who didn't live there but kept his boy-racer in their garage, He would come from their take-away at 1 am, leave the car running on the drive whilst he opened the garage door then rev it as he put it in, the drive was quire steep.
