What does this question mean -

'Do you wish to make any qualification of offer?'.

Is this what I would answer as yes? Is this the bit where we write our bid in full?! It's a 2000 word section.

Or is this where I would suggest amendments?

I'm fairly sure that you're being asked whether your offer depends on anything else, eg. 'The offer depends on horse passing the vet examination' or 'the sale depends on completion within 4 weeks' or whatever. Not a lawyer though
