About to buy a commercial (disused) property which has approved planning for conversion to residential. One of the conditions is the stopping up, under S247 I think, of an adjacent lay by to be used as parking by the property. I am so confused by this.
Turns out it's not owned by highways and I haven't worked out who does own it. Definitely not the property. How can planning insist on me stopping up land that's potentially privately owned?
