To wonder the legalities of this?

I have no dc. My sister borrowed my car (fully insured) to go shopping with her DS who was in an infant carrier. She borrows it regularly (but won't anymore after this) and I know the carrier is always safely put in.

My sister came back with my car last night and had her friends 2 year old DS with her. I didn't think anything of it, she had met his mother at the shops and was taking him home with her. When she walked home I realised she must have left the kids car seat in my car so I checked and there was no car seat. I text her to ask if he had used one she said no it was only a quick trip. I'm horrified that she and the boys mother let her drive without him in a car seat at 2 years old? Surely it's illegal? I told her she won't be using my car again if she doesn't use car seats as even if legally I wasn't to blame if something, god forbid, had happened I would feel awful knowing it was my car involved. She is insisting it's fine if it's only a quick trip and he wears a seatbelt but he's 2 years old!

I think unplanned trips like that don't require a car seat legally

Its the drivers responsibility to ensure children are properly restrained.

You can’t take children under 3 on an unexpected journey in a vehicle without the correct child car seat, unless both of the following apply:

it’s a licensed taxi or minicabthe child travels on a rear seat without a seat belt

This bit suggests you can as long as they're without the seatbelt. So actually according to this YABU and it is legal bizarrely WITHOUT a seat belt at that age.

Maybe I'm over reacting then as i've no dc I wasn't sure. I don't know whether he sat in the front or back either but I don't feel comfortable with her doing it again

No, the quote says “both” it is a licensed vehicle “and” no seatbelt. Ops car is not a minicab so it is illegal as the first condition does not apply.
