Didn't they introduce that because it became the norm to enter PhD/graduate students rather than undergrads? I'm sure there was a rule change to limit the number of older students as it was against the spirit of the show.

That might be the case, leghair. I know it's only during the last 3 or 4 series that he's been saying it.
