AIBU to apply for a job I don't want?

I've seen a job advert. It's an area related to the one I work in at the moment, but still a big change. I've got an odd mix (For my job) of skills, passions and interests which would help in the job advertised. It's an area I'd love to work in and would pay a LOT more than my current one.

But...

...the job is 'Manager' orientated. I'm pretty sure I would do better in the department as a worker, but I never see the jobs advertised. Should I apply for Manager knowing it's unsuitable for me and that they won't want me, hoping that maybe they'll see my qualities are ideal for the department and maybe offer me something there? Or do I straight up write to them and tell them I'd be ideal for a more regular worker position?

Sorry for being vague. It's not a common job and I don't want to mess up my chances by talking about specifics.
