My kids are 9 and could use a buckle if I made them, one of them far more easily than the other, but they really don’t want to. Neither of them have ever liked belts unless it is a warp around cord type one.
(I have no idea what a clip ho belt is, though. And I think it’s more that it’s late than that it’s a particularly unusual question.)

Ds won’t wear belts - he’s 11 and finds them tricky (likely dyspraxic)

Dd has worn one occasionally and managed ok. She’s 7.

Never heard of a clip ho belt but google gave me this - is it like poppers?

I was not sure if there was something wrong with the question because I asked a lighthearted question about sewing hubbies at the same time and got lots of replies, maybe lighthearted questions are more likely to be answered at this time of day.

Our oldest is five and I decided it is about time to teach him how to use a real belt... especially because he wants to have one and has been unhappy with having to use a toddler belt for a while. It is not to early, is it?

UK law dictates that a child must use a child car seat until they're 12-years-old or 135cm tall, whichever comes first.

Both my boys wanted belts when smaller neither liked the hassle of dealing with them and have never worn a belt since.

I always imagine werewolfs to be... say at least 16yo... cannot imagine a cute werewolf puppy child... not in order to be scary werewolf’s need to be all grown up.

My youngest loves her belts Grin. She uses prong buckle ones, has been able to use them herself with no bother from about 6.
