To tell my neighbour to silence his dog

It barks for hours on end in the garden, they are at home and just seem to talk back to it.

I get it's how they communicate, but should it really be barking for hours on end most of the day? Seems pretty antisocial to me

They don't deserve a dog if they leave it to bark in the garden for hours. Dogs are social creatures and need company for the majority of their day, plus it's hot outside. Poor thing.
