That foster parents should be told if their charge is a trained killer/terrorist?

They deliberately didn't tell them. Did you hear the foster mum on Radio 4 tonight? It was really shocking. She said there was no way on this earth she would've taken the risk and let him into her house. They must have known she'd react that way and kept it from her.
