To wonder who I complain to about this?

I live on a fairly main round with different groves off it.
A house from one of the groves (I know the grove but not which house it is exactly) has 3 large dogs. One is a Labrador, one a Japanese Akita of some sort and another equally large dog but not sure what breed it is. Gorgeous dogs but obviously large.
Every single morning and evening they let the dogs just roam around the streets, I have caught one dog shitting in my garden before if my gate has been left open by postman etc.
I don't have dogs, and although absolutely love them, would prefer not to have dog shit in my front garden where my 3 year old DD plays.
AIBU to want to complain to someone about this? Surely you're not allowed to just let your dogs roam about to do their business because you can't be bothered to walk them?
They don't seem vicious or anything but what if they turned on a pedestrian or a child? The neighbourhood is FULL with children.
Who would I complain to about this?

The dog warden with your local council, although they will probably want to know exactly where they live.

You can complain to environmental health department about the dog poo.
