AIBU to tell her to pick up her dog's mess!

Sat here in the park with my 2 DD and a young girl strolls by, stopping to let her dog poo. She just carries on after, so I say to her "excuse me, your dog has just done a poo, are you not going to pick it up?" She shrugs and says she doesn't have any bags so I tell her she shouldn't bring the dog out unless she will pick up his poo, I told her that's disgusting as there are kids playing in this park, she just says sorry and walks on. This absolutely enrages me as so often my DD's have trodden in dog shit it makes me sick!

It absolutely enrages me too- I have reported it to our local council many times but they don’t have the resources to go out catching the dog owners who do it. Perhaps take a photo if you can? Definitely a description of the dog and owner. The council even told me to take photos of the poo!! They even asked me to try and find out where the offenders lived- so basically wanting me to do their job for them. The more people that do report it to the council though, the more they can do about it.
