To think my mobile company should offer me a free upgrade?

I started my contract with O2 business about 3 years ago with a Samsung galaxy ( nit even sure what model).
They keep cold calling me to pressure me into renewing my contract. I am now signed up till August 2019 which i wouldnt mind but they will not offer me a free upgrade.I am now stuck with a cranky handset till 2019.
Is this normal?

Depends how much you are paying for your contract. I would expect to be paying less than before and on a SIM only deal

It depends if the contract you have is sim only, or if it specifies a new handset? When they sent you your updated contract what did it say about the handset?

Normally sim only deals are cheaper, including handsets jacks up the price as you need to pay them off - the fancier the phone the higher the bill.

Wouldn't it have been a good idea to ask them this question before you signed up for the new contract ?
Normally the first contract (if you choose to have the phone from them), included the price of the phone + interest for that loan, and the 2nd one should have reduced massively - as you are just paying for the contract (credit, texts, data, minutes etc) or sold you a newer model phone.
