Urgent passport advice needed!

Dd had a fall out with her dad a few months ago. She is 16yrs old. She needed her passport for her college application so I asked her dad for it. Because he applied for it a few years ago to take her on holiday he has always kept possession of it until she needs it. So he gave me it so she could use it, then asked for it straight back. I said no as it's hers and she should be allowed to keep it to use as and when she needs it. Yesterday, he said to the other 2 dd's who have been for weekend contact "f**k her, she can keep her passport as I've cancelled it anyway"
Can he actually ring up and cancel her passport? She is so upset.

He won't five me the younger 2's passports, but that's in the process of being dealt with in court.
The good news is I called the passport office today and her passport has not been cancelled and cannot be cancelled as they now class her as an adult and wouldn't cancel it without talking to her.
The bad news is that her dad has purposely lied to get her to go and see him or to control and manipulate her. Or just to scare her. Why, why, why would a father do that to his daughter!??? This is the latest in a list of nasty tricks he has pulled on her.
