I want to start swimming but I only have this one piece but I don't know if it's appropriate for the local swimming pool. The cut outs don't show anything but the front one is down to my belly button. I only usually swim holiday so my other option is a swim dress.

My friend was once barred for wearing shorts over a swimming costume, but men can wear long shorts etc, sometimes I think the rules are odd.

If you arrived in the 1st or 3rd ones I’d be worried about your mental health. If you arrived in the second one I’d be wondering if you were there to swim or pick up a lifeguard! ... you’d be quite entitled to wonder why the fuck I had two layers of swimwear on 😂

I think a swim dress is a normal swimming costume with a little skirt attached? It's supposed to cover your bum I think but surely it floats in water and clings to you when wet? I'm not sure how practical it would be.
