Neighbour smoking weed night and day - advice please!

I have lived in my flat for over 10 years. The neighbour upstairs has been there about 3 years. He is friendly. His mother who sometimes stays with him is not. He smokes weed ALL the time and the smell not only stinks out the communal hall but also my flat!
I daren't speak to him direct - I do not have the words and also feel very vulnerable.
He is in a council flat, I am a leaseholder. One other neighbour is impacted but does not seem bothered.
I have put draught excluders on my front door but the stench gets through.
I am worried - I am 13 weeks preggers and God knows what the fumes are doing!!
MN please help!!!!

You need to tell the council they will write him a letter,m etc as it's classed as antisocial something or other, I feel your pain my neighbour used to be the same o used to shout sarcastic comments over the fence etc, it's fucking vile.

Police won't do anything unless it's been reported a certain number of times (I know this because I had a similar experience...thankfully they've gone now but I think for an unrelated matter) Contact the social housing/ landlord (if any).

Report them to the council/housing association. Weed smells disgusting, it's antisocial, illegal and you shouldn't have to put up with it.

Look on the website of the council who are the landlord. There will probably be a section for antisocial behaviour which will tell you what to do.
If you want to speak to the police, ring 101 and ask to speak to someone from your local/neighbourhood team.
You can talk it over with either the council or police and see what they can offer.
