To put dog **** bags on top of car?

Sat outside my horses field waiting for the carrier. Car pulls up and two women get out and take 6 dogs for a walk up the path. 3 times so far (they are still in sight at the mo) have they stopped bagged up the dog poo and proceeded to drop the bags on the floor and walk off.

Would I be unreasonable to pick up Sian bags and dump them on their car bonnet with a note saying to take them home with them?

Posters saying they have their hands full so leave the shit bags to collect later: take a bloody carrier bag with you like I do looped over your arm or belt. Or clip the bags on your dog’s harness/lead.
I ‘ve been out for 3 hour walks with 4 children, a baby in a sling and two dogs and I’ve never left my used poo bags dangling like dangerous dirty bum baubles so I’m sure you can manage Hmm

Well done OP.
I have a dog. I pick up her poo and bin it - no one else should have any involvement with it, bagged or unbagged!

She always poos at the start of a walk and there is only one walk I do where leave the poo in a bag for collection at the end. It's a circular walk through a wood, and the first time I did it, I snagged the bag in the woods so many times that I had to use another 3 bags to contain the mess (and I didn't spot the problem immediately - bleugh). Now I secret the filled bags in a gap on a wall at the start of the walk, where they are easy to find on my way home. I don't like doing this, but I do collect them. I sort of hide them so no one sees them (as I worry that visible poo bags encourage other people to leave them behind too).

Jaynesworld - I think this is the reason it's absolutely essential to pick up dog poo in fields used by sheep, as they ingest the dog-pathogens and it makes them incredibly sick.
(I know some people think it's better leave poo out in the countryside (off footpaths etc.) on the basis lots of animals poo out here and it's better than adding more plastic to the world).
