This is just a ministerial act on the part of Mueller's team, following through on Gates' plea agreement. The charges are dismissed "without prejudice," which means they can be refiled if Gates breaches his plea agreement.

The US Constitution forbids trying someone twice for the same crime. It prohibits that "any person be subject for the same offence to be twice put in jeopardy of life or limb". We call it 'double jeopardy'. "Dismissed without prejudice" means that the charges can be brought again, because the accused has never been 'put in jeopardy'. I'm way simplifying and there are lots of scenarios, but I'm sure you get the jist.

In this case, because Gates was never even brought to trial (let alone had a verdict reached), he has never been put 'in jeopardy of life or limb'. Since jeopardy is not attached to the dismissal, the charges can be refiled. It's the little reminder to Gates that he still has the Sword of Damocles Mueller dangling over his head.
