To want some sort of regular contact/ no contact with ex

Ex and I broke up just after DD's first birthday. She's 3 now.
Since then he's been awful, hardly ever sees her, doesn't pay maintenance as he's a compulsive job hopper- as soon as HMRC cottons onto the fact that he is working he'll quit so I get nothing- but somehow he still affords to go to a handful of festivals every year.
Sometimes he'll see her twice in a month, but months can go by without hearing a word from him.
He saw her in the week before Christmas, sat in Subway for 20 minutes with her before he said he had to leave because his lift had arrived- he lives a 20/30 minute walk away.

I'm fed up with him choosing when it's suitable to remember he has a daughter.
I've never stopped him from seeing her, only on the odd occasion when he's messaged at a stupid hour the night before (Friday, midnight) asking to see her Saturday. Only said no due to plans we already had!

I wish he could just get his act together and either vanish altogether (she doesn't know who he is anyway) or stick to regular meetings.

(Sorry if its a bit long, been trying not to dripfeed)
