Are there no regional variations?

I looked my council's website recently and it only mentions NY and the day of Diwali.

Meanwhile it still very much goes on and it's very much after 23:00.

Same on my street tonight. My cat is going crazy.

They can be let off til midnight on bonfire night so tomorrow might be even worse

So why have laws and regulations if no one gives a flying rat's arse about them?
