*If they do go to the police about the tyres the police will come round and question op and will ask to have a look around.

It's going to look very suspicious if you say no or insist on a warrant you would be within your rights too but it will still look "off"*

If the police came round I can imagine the tyres might well reappear not necessarily back on the car but in neat little pile next to it maybe?! therefore the crime of stolen tyres would not have happened! They just wouldn't be on the car, I'd like to think the police have better things to do to be honest.

By the way theft is only theft if you have the intention of permanently depriving the owner of the item. If you always fully intended to give them back then it's not theft. No crime committed. Unless you damaged the car taking them off.

I am sure the tires will be returned when convienient and the police will not be interested in borrowed tires. The most they will do is tell you to return them, no one is going to get arrested over something so silly. They have much better things to do!

As your CFNE is refusing to communicate with you face to face I would communicate via their business social media. You don't have to elude to anything. Simply state the situation and that the CFNE is causing problems to the neighbourhood and exactly when are they planning to return your property to you. Any response will only make them look worse, unless it is immediate apology and removal of car and informing customers to be considerate in their parking.
