To tell my neighbour to use headphones

He's on his own in the garden and has a radio on reasonably high while he cut the hedge and is now mowing the lawn.

It's ridiculous it's on loud enough so he can just about hear it when the machines are running (but not properly) but once they are turned off its way too loud.

Why doesn't he use headphone so that he can actually hear it and doesn't piss off all the neighbours who want to enjoy the nice weather in their gardens?!

Perhaps he hasn;t got any? And if it's a radio, what's he going to do with headphones? Unless it's his phone he's using as a radio?

When he's finished the lawn ask him to turn it down.

You can't tell him to use headphones. If it's causing you that much distress the best thing to do would be to have a relatively jovial conversation with him about how can he possibly hear it above the machines and wouldn't it be easier to use headphones, etc.
