Dog nearby in garden constantly barking, for hours, day and night. The fucking thing wants to go back inside doesn't it?

Probably boredom, as @IDoDaChaCha says - but frankly that is as much a sign of neglecting the dog as it would be if the dog was barking to be let in but was being left outside.

Dogs do bark at many things, though - other dogs, cats, the postman, the window cleaner, other people daring to walk up their own drives are some of the many things one of ours barks at.

They could be out and have shut it in the garden? If it is out at all hours and not allowed in the house that's awful.

My friends dog just barks because he likes to as far as I can tell. He barks at people and other dogs, or because he wants something. But often for no reason at all. He does it on walks too. Very much not neglected! He has someone home with him almost all the time, dozens of toys and someone is generally around who will play with him, free access to water and fed regularly.

sorry, friends dog is never locked outside, if he's out there's usually someone out with him or at the very least an open door

So the owners are lazy fuckers then. I never did like them with their horrible ostentatious extension (glass box style, looks like a petrol station at night).
Garden has a public footpath running along the side. Dog has a myriad of things to bark at. It seems to spend 12 hours a day in the garden.

If the owners are ignoring the dog will they hear if I keep shouting? What do I shout - take that dog for a walk?

I wouldn't shout at them. Knock on the door?
Keep an accurate record of noise as you may have to lodge a noise complaint.

I can't get round to their house without a lot of bother. I work at the bottom of my garden, they are actually streets away but the gardens are close. Shouting is easier and suits my mood.
I started to keep a record of noise but it just made me pay it more attention and get more bothered by it.

Sounds like it's been dumped outside while the owners are at work/out. Poor thing, I feel sorry for it, but the RSPCA won't do anything in my experience.

Local RSPCA won't do a thing I'm sure. They would not come out when there was a huge pet snake in the road recently.

I know where the husband works so I might send him an email, when my mood improves.

If it was really bothering you that much surely it isn't a "bother" to go round just once?
Option to soundproof where you work a bit? If it's not noise you can hear in the house I don't know where you would stand.
You either need to talk to them or record the noise and make a complaint.
RSPCA won't care.

Where I work is soundproofed but it gets through. I feel sorry for the dog too, its 'yip yip' might be bloody annoying but it is also sad.

Dh has had dealings with the dog people face to face over issues with our elderly neighbours and their horrible ostentatious house extension. They already hate us for this. But yes, I should go round for the sake of dog and sanity.
