DC1 finished school early today. They knew we had plans.

At 2.18 DC1 text they were nipping in a shop QUICKLY and then on their way.

Instead they have basically gone shopping with their mate and as it stands are not yet even on the bus at 3.37

I'm pissed off DC1 thinks unreasonably.

Yanbu since you had plans, they shouldn't have kept you waiting. Depends what those plans were as to how pissed off is reasonable.

Yanbu as you had told them you had plans - they would be pissed off if it was the other way round.

DS1 (15) was told dinner would be at 6.45...it's going on the table whether he is here or not!

I don't think you are being unreasonable at all! Especially if your plans involved something DD didn't want to do, and was staying out on purpose.
