It just seems to make it into a bit of a joke and really annoyed me. He could go on to rape, who knows? Aibu

Brit I know the group the OP is talking about & they're a very reliable community business page. Not run by just anybody but by people who have actual connections with the police/councillors, all sorts of local people. That's why I'd be very surprised aswell if the had got this wrong. I can see why people are thinking that though due to the wording

I don't actually see anything wrong, it's noting an issue with advice to report anything if seen so they can tackle the issue, all while trying not to worry or alarm anyone.

YANBU incidents like this can escalate into more serious ones. How do the police know he does not regularly do this and 'aim' it at specific people as most may be too embarrassed to report or think they are over reacting.. Read an article about a similar but more aggressive situation on The Pool re when to inform the police if you witness this (i.e. always)

Reading the text I'd have assumed it was a fake message. At one level it it a little amusing to read. But it also potentially very serious ... and so I don't think the tone is appropriate.
