Uninsured learner driver

I came across a video posted on social media of a learner driver reversing badly (hitting street furniture) along a public road without a qualified driver in the passenger seat. Filmed from a residential property. Both learner and car owner have admitted fault, both previously admitted to another 'offense' on a public A road. Both incidents highly illegal and as the video shows, potentially dangerous. I know both parties.

AIBU to report to someone?

It could be a child that they hit next time.

You would be unreasonable not to report. They could hurt or kill someone.

Please report to the police. An unaccompanied learner killed my very first car innocently parked outside my house.

She did get a slap on the wrist and it still smarts that I lost my excess and no claims because of her. But I like to think that it fucked up her insurance for a good few years when she did pass her test.
