Can I phones see the exact time a message was read on what's app
Obviously the ticks go blue but does it actually state a time.?

Yeah, if you slide your finger over message to the left, it should show on the right hand side the time it was delivered and the time it was read

Yes, if you hold down the message and click on the info button.

As others have said, yes. And it's the same in group chats as well but only for the messages you have sent yourself.
