Cozie impeachment is separate from and is a result of a charge or a conviction for an impeachable offense. A president can pardon the criminal act but to 'pardon' an impeachment would be to put the person back in office so that can't happen.

Ford 'pardoned' Nixon even though Nixon hadn't actually been convicted of anything. The pardon was 'unconditional for anything he might have done', meaning that he could not be prosecuted for anything. Nixon resigned before he could be impeached. Proceedings for his impeachment were underway and he certainly would have been impeached had he not resigned.

I agee, his reaction or lack of action to a domestic crisis such as the situation in California will have far greater impact on his supporters than the wall or the ban. I hope that this does not turn out to be a disaster that is that wake up call but sooner or later they will see he really doesn't give a hoot about anyone but himself.
