Why must "Evil" be kept out of the USA, is he being sarcastic, is evil used as a euphemism for something else?

It looks like tariffs (both ways?) are already low at 3% and they were already negotiating a deal to reduce it to zero and facilitate further in terms of restrictions.
Instead it looks like Trump wants to raise import taxes with the (false) excuse that other countries have them. So, higher prices but blaming others.
And lower taxes for whom?

He might be talking about China. However, Chinese goods are cheap because of cheap labour. Manufacturing might be transferable to the US, but not at the same price.

I do wonder what the Swiss and German governments think of the satire, and if they're worried at all.
