Perhaps they're American. I think doing titles with every noun capitalised is correct in the States. Or they could be German, nouns are always capitalised in German.

If you know about grammar, you would know what 'title case' is, ie in a title the first letter of each word has a capital letter.

There are much worse examples of grammar and spellings you could highlight on this site!

I prefer the case where words like "the" and "a" are small but all other words have a capital.
