PM May said, today in Parliament, that it was only because the UK insisted on Aleppo/Syria being on the EU agenda that the EU discussed sanctions against Russia. It was implied that only the UK was interested and the other EU countries weren't quite as much concerned.
She omitted to say that Hollande and Merkel met with Putin in Berlin the day before the EU summit. It was about the Ukraine and they brought up Syria with Putin himself. The two EU leaders "lambasted Moscow for its bombing of Syria and refused to rule out imposing sanctions on Russia." On foot of this "Putin said after the meeting that Russia is willing to halt air strikes on Aleppo indefinitely."
From her statements it looked like Theresa May is setting the EU Agenda, but seems not to even be a player. It really looks like she is talking herself up, but is the reality different?

Just out of interest, today she also seemed to be implying that staying in the single market was still on the table. Clear as mud.
