To tell people to shut up in a library

The rules are that it's meant to be quiet.
All of us trying to work and giving each other looks as one table is so loud and eating a mcdonalds.
Very distracting.
Was I rude to tell them to quieten down politely?

Is it a university/college library? I ask because our local public library definitely isn't quiet, especially like just now in the school holidays, there are usually kids/teens chatting and using the computers. Eating McDonalds is definitely unreasonable though.
