Today I saw a man driving a transit style van (the ones with 3 seats in the front) and in the passenger seats were a lady with an (approximately) 18 month old sat on her lap and an (approximately) 3 year old sat next to her. I could not see if they were wearing seat belts but they were definitely not in car seats. Should I report this to anyone and if so, who? I took the name of the company from the side of the can and the date and time but did not get a reg number. AIBU to be concerned?
