Were the solicitors concerned working for the parents who wanted ABA or the local authority who didn't want to fund it?

I have no idea what the parents have done. Just appealed a decision to a tribunal for their child as far as I can see.

It is clearly inappropriate, but I think the real question to be asked is why are LAs using firms with this kind of attitude? It is the Local Authorities who create the market for such behaviours surely?
