Neighbour has done this and every morning he's out there shouting at school run parents who park there, blocking him in.

They might not have to pay if its before 9am. It depends on the timing on the bay.

I think if someone knowingly blocks a car in then they are a twat. If the bloke's car is parked on his lawn/drive, it is nasty to block him in, metered bay or not. Just because you can do something doesn't mean you should. I know someone who was asked to build a structure (his job) according to a plan. He could see the plan had the location wrong but just to be difficult and nasty, he built it in accordance with the the plan. Of course, as soon as it was build it has to be pulled down. But technically he was not in the wrong, just a mean spirited bastard. He gleefully recounts this.

The council can be really difficult and slow to deal with re sorting dropped kerbs etc.

Drop off should be minutes, so if the Parent is blocking him in and disappearing, over that, then it's up to him, if he wants to get into arguments about it.

There's been two purpose built Primary schools, in my area, neither have adequate parking, or drop off space, this needs to be figured into the planning stage.

Either that, or we go back to when we could drop children off/let them take themselves and wait in the yard, without it being 'a cause of concern'.

Presumably the meter was there before the neighbour knocked his wall down so no it's not nasty to park there.

Given the scnario n the OP it is fairly obvious that there is no dropped kerb and the neighbour simply drives up the kerb, over the pavement to park in what was once his walled front garden.

He is cating without legal sanction and is trying to deprive the council of payment via that meter. Do you really think they will support him? Or do you think they will tell him to grow up and stop hassling poeple who are using a council provided amenity?

It is if there isn't an approved dropped kerb to do so.
The Council highways are unlikely to approve a dropped kerb if there is metered parking in that location, unless it is very easy to relocate it in the immediate vicinity.

Our property has a clause in the deeds to say that we can't turn the front garden into a parking place and that a vehicle cannot be parked on it even temporarily. This type of clause is more common than people realise.

You can't just decide that your garden is now a driveway in these circumstances. Surely the bay would have to be permanently suspended and then this kicks in:

Parking bays cannot be suspended for non-essential reasons, such as to gain preferential parking.

I would just report him to the council and let the planners deal with it. Presumably the road is charged bay parking for a good reason. I'm pretty sure you can't just drive over the bay and tell people to stop using it as it's now your access.

Also if I saw a car on a garden behind marked bays abd no dropped curb, I'd assume it was off the road. I think a lot of people would.

Our local council wrote to all the houses in our street recently, to ask whether anyone was wanting to put in a dropped kerb.

Apparently there are usually a lot of utilities and stuff like gas and water pipes which run along under footpaths, and are often quite close to the surface. The area above them has to be reinforced before it can be used to drive vehicles over it. You can't just put in a dropped kerb wherever you like.

People with NO garden walls don't think they own the bit of road outside their house do they, just because they haven't got a wall?! And it's the same scenario.

The more i think about it the more i am about the bloke. Twat.
